The portal — launched on Jan. 2 — aims to promote compliance with Section 117 of the Higher Education Act, which requires postsecondary institutions to report foreign gifts and contracts that total $250,000 or more. 

The Private Educational Loan Program hosts five preferred lenders that offer financial resources to cover remaining educational expenses after financial aid is applied.

According to a December petition, the venue allegedly owed the University “nearly $1.3 million in past due rent and other costs” at the time of Penn’s filing.

Penn’s Senior Vice President for Strategic Initiatives David Asch was referenced in a 2015 email exchange between his high school classmate and Epstein — Asch’s former teacher.

Penn is in the process of notifying individuals whose personal information was compromised by the incident, according to a University spokesperson.

Mendoza, whose research interests focus on international capital flows, financial crises, sovereign debt, and business cycles, will take on the position to integrate ideas across disciplines. 

‘After one full year of negotiations, Penn administrators have still failed to agree to a contract that includes fair wages, improved benefits, and strong support for international workers,’ GET-UP wrote in the press release. 

The document was originally sent to Penn on Oct. 1 and laid forth guidelines that would govern the University’s admissions, pricing, and hiring practices. 

At the time of publication, the updated page stated that the investigation is still ongoing and a “precise number” of records could not be determined.

The new model — titled “Future of Funding” — was first developed by OSA during the 2023-24 academic year.

The documents — which were published on Nov. 1 by individuals claiming responsibility for the security breach — included talking points on a variety of controversial issues involving the University.

The two projects include a redesign to the Class of 1920 Commons and a multi-purpose addition to the Annenberg Center for the Performing Arts.

The fund comprises over 8,800 individual endowments and provided nearly $1.1 billion in annual budgetary support for the University during the 2025 fiscal year.
