Penn spent nearly $300k lobbying federal government in first quarter of 2026

The University’s most recent spending represents a substantial drop from the fourth quarter of 2025, when Penn’s expenses reached a single-quarter record high of $510,000.
This year’s campaign drew contributions from 1,991 donors across 44 states and 28 countries.
The Daily Pennsylvanian sat down with Penn’s Executive Vice President Mark Dingfield and UPHS Chief Financial Officer Julia Puchtler for a closer look at how Penn Medicine drives the University’s finances.
The announcement comes after Penn’s chapter of the American Association of University Professors criticized the University for lacking “transparency and meaningful input from campus stakeholders” while reevaluating open expression.
The alert cited risks including “military operations, airspace closures, and general travel disruption” as a result of the United States’ ongoing conflict with Iran.
Her appointment follows Mark Dingfield’s August 2025 departure from the role in order to serve as the University’s Executive Vice President.
The theme of this year’s report — “Illuminating the Endowment” — comes as a new federal tax on university endowments is scheduled to take effect in July.
The $100 million donation follows his decision in December 2023 to withdraw an equivalent gift from Penn.
The portal — launched on Jan. 2 — aims to promote compliance with Section 117 of the Higher Education Act, which requires postsecondary institutions to report foreign gifts and contracts that total $250,000 or more.
The Rhodes Trust announced this year’s group of scholars on Nov. 15, with Onyiuke listed as one of 32 chosen from the United States.
