n Nov. 20 -- Two uniformed Penn Police officers stopped and questioned a man whom they reportedly witnessed smoking marijuana on the 100 block of South 40th Street at about 9:50 a.m. Sunday morning. They searched Conan Bell, 28, and reportedly discovered four grams of crack cocaine on him. Police arrested Bell and took him to Philadelphia Police 18th District headquarters at 55th and Pine streets for processing. He is charged with misdemeanor drug possession and felony manufacturing of a controlled substance with intent to deliver.
Theft
n Nov. 18 -- Police arrested Shannon Hamilton, 36, of the 6100 block of Sansom Street in the Cobbs Creek section of West Philadelphia after a security guard at the Fresh Grocer supermarket -- located at 4001 Walnut St. -- allegedly witnessed the man attempting to leave to the store without paying for $19.96 worth of assorted items. Police transported Hamilton to 18th District headquarters for processing. He is charged with retail theft.
n Nov. 17 -- A 20-year-old female Penn undergraduate reported to police that someone removed a Visa credit card and a PNC Bank debit card from her purse -- which she had placed behind her chair -- as she worked in a biomedical research laboratory in the Johnson Pavilion, located at 3610 Hamilton Walk. The crime reportedly occurred early in the afternoon. Someone used the cards later that day in Center City, charging $500 on each.
n Nov. 16 -- A maintenance worker inside Harnwell College House -- located at 3820 Locust Walk -- told police that someone stole 28 exit-sign plates from various floors inside the building. The total value of the stolen items is $2,800, which makes the crime a felony. Police are investigating and reviewing video surveillance footage from cameras inside the building.
