Police arrested the man at about 8:57 a.m. and took him to the Philadelphia Police Department's 18th District headquarters where he was charged with criminal trespass. The other contained keys, clothing and identification. Both backpacks were recovered at 4:00 p.m. in an alley between the Penn Tower Hotel and the University Museum, but the camera and cash were missing.
