Alan Kaplan, a lawyer with the Center City firm Sugarman and Associates, said that he plans to file the appeal of the Licenses and Inspections Board decision early next week. Smith Hall is the center of controversy because the University wants to demolish the 99-year-old building and build a new Institute of Advanced Science and Technology. Opponents say the building is historic and are protesting its demolition. The appeal must be filed within 30 days of the September 5 decision. -- Christine Lutton
