Police arrested a man who allegedly robbed an elderly woman at gunpoint around 7:45 p.m. near 40th and Spruce streets, witnesses said.
Police could not confirm any information last night.
College senior Tom Digiano said he saw the scene unfold.
"I was walking down 40th and this guy in a black parka pushed past me," he said. "I was about to yell something at him but I turned around and he was sprinting down behind Gregory [College House]. And all of a sudden I hear a Penn Police officer say, 'Get out of the way, get out of the way,' and take off down one of the paths to intersect this guy."
Digiano said he counted approximately 10 cars and 20 officers.
Many customers of nearby Allegro Pizza left the restaurant to see the commotion.
Digiano said the man who ran past him was "definitely alone."
