To the Editor: But now, two weeks later, Penn is bragging about an increase in minority early-decision applicants, which this paper reports was "spearheaded" by a large number of Asian prospectives ("Minority early apps. increase from last year," DP, 11/17/97). I'm confused now. When are they a minority? Certainly it wouldn't be a matter of convenience, or public relations? that would be underhanded and despicable. Penn would never do such a thing, right?
