And by changing many strict SAC rules to broader guidelines, the body will be able to judge its constituent groups' financial situations individually -- rather than being bound by inflexible and unwieldy traditions. Although Executive Committee members will not be able to serve as their groups' SAC representatives, to avoid conflict of interest, the new constitution recommends that groups have their officers serve as reps. This will ensure that the SAC body understands the nuances of proposals on which it must cast votes. The Executive Committee will also be obliged to publicize its actions on behalf of the SAC body in between full-body meetings, curtailing SAC's Byzantine bureaucracy and scrapping the secrecy that typically accompanies SAC's action (or inaction) is a notable one. We're impressed that SAC's outgoing leaders had the courage and foresight to work within the outdated and ineffectual framework now in place to leave their successors something better than they were handed at this time last year.
