To the Editor: Probably close to 200 of you were leaving or entering the Towne Building. Better than that, probably 50 students or faculty saw a very filthy man stealing a bicycle. This man, carrying a wheel stolen from another bicycle, proceeded to pull out a very large pair of metal clippers. Do you think this was his bicycle? After cutting the lock, this filcher continued his elaborate scam by putting the stolen wheel onto the bicycle and riding away from the scene. Do you still think this was his bicycle? Obviously, all but two of you did. That's O.K. If you happen to see this type of heist again, just walk on by. Someone else will take care of it. Better yet, if a fellow Penn student is being mugged in broad daylight and there are 50 of you, don't worry about it -- just keep walking. Someone else will take care of it. IAN GRIGG Engineering '93
