To the Hospital of the University of Pennsylvania for ranking first in profit margin among Philadelphia area hospitals for the 1995 fiscal year. To the University of Pennsylvania Police Department for deciding to arm its officers with semi-automatic weapons. To University Archives for creating a World Wide Web page and a state-of-the-art archiving area for the University's historic treasures. To Miles Macik who has impressed his NFL coaches, and whose last-second touchdown was named an ESPN Play of the Week. To the University's Office of Community Relations for leading an effort to educate the University community about panhandling. To the University for its efforts to revise and improve the PennCard in order to make the it more user-friendly. To Mark DeRosa for signing with the Atlanta Braves. Good luck! To Philadelphia's three-judge panel for finding the Communications Decency Act unconstitutional. Catcalls To the administration for not adequately informing students and other University community members about recent restructuring and out-sourcing efforts. To the administration for implementing the Financial Management Information System (FinMIS) without first completing system training sessions. This poor planning has resulted in backlogging and confusion. To Physical Plant for falling behind in their plans to replace the Locust Walk bluestones. This setback will inconvenience students in months to come. To the University for taking on more improvement projects than it can handle, and constantly pushing back deadlines as a result.
