Water main break shuts off water to U. buildings Van Pelt Library, the Jaffe History of Art Building, the 3401 Walnut Street complex and the Franklin Building were among the buildings affected by the problem. Philadelphia Water Department employees stopped the water main yesterday morning to prevent further leakage, cutting off water for the day. Vice President for Facilities Services Omar Blaik explained that problems of this nature occur in Philadelphia because the water pipes in the city are so old.
