Mayoral Race 1999: Also on today's ballot

So what else is on the ballot? City Council at-Large -- voters can choose up to five of the following candidates. The voting patterns in Philadelphia heavily favor the Democratic candidates and the incumbents are all but ensured re-election. Republican: Frank Rizzo * W. Thatcher Longstreth* James T. McDermott Jr. Toni Green Democrat: James F. Kenney Angel Ortiz * Blondell Reynolds Brown David Cohen * W. Wilson Goode Jr. *incumbent Third District City Council Democratic City Council member Jannie Blackwell is running unopposed for re-election in her district, which encompasses West and parts of Southwest Philadelphia. This would be her third term. City Ballot Question Shall the Educational Supplement to the Philadelphia Home Rule Charter be amended to change the method of appointing the members of the Board of Education, to change their term of office to run concurrently with the term of office of the Mayor, to change the term of office of the members of the Educational Nominating Panel and to require certain public meetings of the board? A yes vote to this question will give the mayor greater control over the school board, allowing him to choose and get rid of members. Currently the mayor appoints three members every two years, which makes it difficult for him to get a board majority. The proposal has mostly bipartisan support, though not everyone is convinced that it will actually improve the school system.
