The Undergraduate Assembly passed a proposal Sunday urging the weather to produce sunshine for Spring Fling this weekend and formally expressing opposition to rain and clouds.

"It's a student issue before a celestial issue," UA Chairman Jason Levine said. "I think the UA's recommendations carry a lot of weight."

Although the proposal recommended a 72 degree temperature, the UA said it is willing to work with the weather to create the optimum environment.

The proposal further recommended additional research regarding snow on Christmas.

The weather could not be reached for comment.

UA members have been working hard to implement the proposal behind the scenes.

The UA's Student Life Committee has been meeting weekly to conduct a "sun dance ritual," which College junior Zack Rosenblum described as "the Macarena, but with spirit fingers."

"If we can't legislate, we need to meditate," Levine said of the ritual while shaking his hips and moving his arms behind his balding head.

According to several UA members suffering from seasonal affective disorder, the proposal has been in the works for several months.

"When I ran for the UA with the campaign slogan 'For a brighter future, Vote Sunny,' I don't think people realized that I meant it literally," College freshman Sunny Patel said. "This is a very serious issue."

Penn is the first of the Ancient Eight schools to appeal to cosmic forces for favorable weather conditions.

"We're setting a precedent amongst our Ivy League peers," Levine said. "This is just one of the forward-thinking pieces of legislation that students can expect in the upcoming year."
