Barry Stupine is so busy with his job as associate dean for administration and director of the Veterinary Hospital, that he calls his newly acquired third position a "night job." Stupine has been serving as acting executive director of Human Resource Planning and Budget Directing since the beginning of this year, while the University searches for a permanent replacement. Stupine replaced former Budget Director Ben Hoyle in October. He said he is enthusiastic about working with the University's budget. Together with members from Penn's 12 schools, Stupine oversees each of the submitted budget proposals. "We're already working hard for next year's budget, which goes into effect starting July 1," Stupine said. Stupine is also working with resource submission committees to discuss issues such as the average salary increase for University professors and employees, and tuition inflation and guidelines. "Everyone comes together from the different schools to share their information and our team works extremely well together," Stupine said. "The best part is that everyone is very realistic in their expectations about what we can do with the budget." And Stupine is no stranger to the Penn community. A 1964 Temple graduate with a master's degree in health care administration from George Washington University, Stupine completed an administrative residency at the Hospital of the University of Pennsylvania in 1968, where he proceeded to work as assistant executive director from 1969 until 1971. He then joined the Medical College of Pennsylvania as associate hospital administrator. Stupine has worked in his present position for the past 18 years. And since 1990, Stupine has accepted special assignment positions from the University while still holding his current position at the Veterinary School. In 1991 he was named interim vice president for Human Resources. From 1992 to 1994 he held the post of special assistant to the executive vice president.
