February was another month of bitter cold weather, but the pace of events at the University was far from frozen. The popular campus watering hole and freshman hangout, Murphy's Tavern, at 43rd and Spruce streets, was raided by Liquor Control Enforcement agents. The agents issued sixty-three citations to underage drinkers, including one who was under 18 years old. One LCE agent said that it was unusual to find so many underage drinkers in one establishment. The men's basketball team defeated Columbia to clinch a tie for the Ivy League championship with an undefeated league record of 11-0. University President Judith Rodin released her master plan for campus safety. The draft included establishing "community walks" and increasing security guards' presence on campus. February also saw the arrival of orange-vested Allied Security guards patrolling Locust Walk and other campus locales. Also, University Police reported an overall drop in crimes on campus from the previous year. Chats -- the University's late night dining establishment -- opened this month in the basement of the Class of 1920 Commons. Chats began with a Taco Bell Express, Gene's Beans Coffee Shop and Vie de France, a bakery. Noted feminist Gloria Steinem, civil-rights activist Kwame Ture, formerly known as Stokley Carmichael, and Pulitzer Prize winning New York Times columnist Anna Quindlen spoke at the University. Also, the "Mad Shitter" once again visited the Quadrangle, leaving his or her signature trademark on bathroom floors in two sections of Community House. Fire gutted local stores on Walnut Street, including the Convenient Store, MegaVideo, and College Pizza. The fire, which was ruled to be arson, was started in the Convenient Food Store. The Faculty Senate proposed a resolution to prohibit faculty from having sex with their students. University officials lowered room rents in the high rises in an attempt to increase the dorms' occupancy rates. Residential Living also filmed students in commercials for dormitory living. These commercials were broadcast on the ResNet movie station, which is only available to some students living on-campus. The Spring Fling planning committee chose "Fee, Fie, Foe, Fling" as the theme for Spring Fling. And the committee signed alternative rock band Sonic Youth to play at the Fling concert.
