B1 is the brainchild of UA Chairperson and Wharton junior Dan Debicella. Since talk of constitutional reform began, Debicella has said that electoral reform was much more important to him than structural reform. B1 would create 33 electoral districts throughout campus. Each district would contain an approximately equal number of students, each of whom would have one vote. Candidates could only run from the district in which they live -- with one exception. In the event that no one runs from a district, another election would be held a week after the general election in which any student could run. Any representative who resigned or was removed from office would be replaced by the second-highest vote getter in their district.
