Engineering sophomore Mari Oishi was shot at about 2:45 a.m. this morning near 38th and Sansom streets.
Two men unaffiliated with the University were also shot. All three were treated at the Hospital of the University of Pennsylvania and are in stable condition.
Oishi -- who was shot in the thigh -- was released from the hospital this morning.
Reached this afternoon by phone, Oishi said, "I'm fine. I'm optimistic about my recovery, and thanks to everyone for their support and concern." She declined to comment further.
People in the area at the time of the shooting said that they heard between 6 and 8 gunshots and that they saw a man wearing a black puffy jacket and brandishing a silver gun running west on Sansom Street away from 38th.
Both Philadelphia and Penn police responded to the scene, and are working together in the investigation.
Two people left the scene with police, one in handcuffs, one apparently by choice.
College sophomore Oo Htaik heard gunshots and came to the scene shortly thereafter.
"We saw two bodies lying down" about seven feet from each other, Htaik said. "One distinctly had at least one bullet hole in his foot."
West Philadelphia resident James Martin was present at the scene when an ambulance first arrived. "I saw two bodies laying in the street," Martin said.
Oishi "was in the wrong place at the wrong time," University spokeswoman Lori Doyle said.
Penn President Amy Gutmann wrote in a statement today that "the safety of our students has been and continues to be our number one priority," citing recent safety measures including additional police patrols, security cameras and lighting.
In a statement made today detailing measures taken to help safeguard campus, Vice President for Public Safety Maureen Rush added that officials "will continue to allocate additional resources towards target-hardening Penn's on and off campus environment."
The statement encouraged students to take advantage of escorts provided by the University's 898-WALK and 898-RIDE services.
The shooting was the second on Penn's campus in the last month. Early on the morning of Dec. 25, William Hurt, 25, of Philadelphia was shot and killed at the Philly Diner on the 3900 block of Walnut Street.
Jonathan Morales, 28, of Upper Darby, Pa., has been charged in the Philly Diner slaying.
