EDITORIAL: A new definition of the PennCard

The proposed computer chip for the PennCard is a sound idea, now let's see some action. But talk of improving the PennCard has floated around for years. While we appreciate the careful study of numerous proposals, we're ready to experience how the card can make our lives on campus easier. In 1991, Undergraduate Assembly leaders and University administrators studied the card system already in place at Duke University -- a computer system linked to all the dining facilities, residences, vending machines and off-campus merchants. There is no reason the administration shouldn't be able to stick to its schedule to improve the card by next fall. University officials should take a page from the Quaker Card's book -- the card was up and running after only one summer and has continued to add local restaurants to its list of participating stores. In improving the PennCard, University officials should expand its uses. The security potential of the card can be explored with Sensormatic. And crime may drop as students will probably carry less cash as a result of the card. The way dining plans work on the card should also be looked at. Dining Services could probably keep more students on meal plan if it changed to a debit system like the Quaker Card. Several universities already use similar debit meal plans. The University should definitely encourage local businesses to participate, making the PennCard -- analogous to a credit card. These cool, new features for the PennCard seem just around the corner. We hope administrators are able to follow through with their plans.
