seems likely to keep House seat Republican candidate James Cella has a tough battle today, as he attempts to overtake the favored Democratic Rep. Thomas Foglietta. Foglietta is the nation's only white congressman representing a predominantly black constituency. He served on the City Council from 1955-1975 and was the Republican mayoral nominee in 1975. A member of the House Appropriations Committee, Foglietta voted against the Republican-sponsored welfare overhaul and a bill aimed at balancing the federal budget by 2002. Although opponent Cella has not held any previous political offices, he claims his experience stems from his lifelong residency in the district. Cella advocates a simplified tax system and promotes renewed emphasis on the national economy, which he says has been neglected. He also wants a crackdown on crime and welfare reform. -- Marisa Katz
