A woman made a citizen's arrest of a man she saw trying to steal a briefcase in Steinberg-Dietrich Hall Friday. The woman watched a suspicious looking male removing the briefcase from an office at 5:06 p.m. She then pursued the man and placed him under citizen's arrest. University Police Lieutenant Susan Holmes said the woman was fortunate not to have been hurt by the criminal. "I don't advocate [the widespread practice of citizen's arrest] because she could have been hurt, and that's for her own personal safety," Holmes said. In an unrelated incident, University Police stopped a man carrying a video cassette recorder and a compact disc player on 36th and Chestnut streets at 6:47 a.m. Saturday morning. Both articles were confiscated when the man failed to prove that he owned them. Students living at 3539 Locust Walk -- the Phi Kappa Sigma fraternity house -- later reported that the same objects had been stolen from the house. The burglary occurred between 5:30 and 6:30 a.m, police said. Detectives at the University Police Department are attempting to link the two incidents by matching the serial numbers on the equipment confiscated with the serial numbers of the students' property. Holmes praised the officer who made the connection, calling it "good heads-up police work." In another unrelated incident, a man assaulted a male University student on the 4000 block of Pine Street at 1:42 a.m. Saturday. The complainant, who was struck in the face, refused hospital treatment. In still another incident, a man unaffiliated with the University approached a male student on the 3700 block of Locust Walk and kissed him on the lips at 2:19 p.m. Saturday. The student did not know the man, who was arrested and charged with harassment. In an unrelated incident of harassment, a man chased a female student up the steps of her 4045 Walnut Street residence -- the Alpha Phi sorority house -- while yelling obscenities at her. The man was arrested after the 7:30 p.m. Saturday incident. University Police arrested a male student and a female student for disorderly conduct at 10:13 p.m. Saturday night, at the Hospital of the University of Pennsylvania. The two reportedly engaged in a brawl that began at the University Museum and continued at the hospital. The man sustained an injury to his right hand and the woman to her left knee. The woman was also charged with underage drinking.
