Matthew Frank: Last season for Penn football was one defined by inconsistency. When the offense would finally break out, the defense would falter. When the defense threw together consecutive stops, the offense wouldn’t be able to make it past a series. More often than not, though, the offense was the stagnant unit, finishing dead last in the Ivy League in points per game. To be fair, Penn was not dealt an easy hand. The Quakers were forced to choose mid-season between an injured, struggling senior quarterback and a freshman who looked promising, but given his age designation, not battle-tested just yet.

The Supreme Court of the United States recently issued its 6-3 opinion on West Virginia v. Environmental Protection Agency, a case that considered the statutory limitations imposed on the EPA by the Clean Air Act. The issue in question was whether, in 42 U.S.C. § 7411(d), a provision of the Clean Air Act, Congress prohibits the EPA from issuing rules and standards of performance that could reshape the country's electricity grids. According to SCOTUS, it is “not plausible” that Congress gave the EPA the authority to adopt on its own a nationwide regulatory scheme to cap carbon dioxide emissions at power plants. Such a decision now rests with Congress itself or an agency pursuant to its delegations.

I see Adam, a 10-year-old stranger, in a random apartment building on the Benjamin Franklin Parkway. His head rests in his hands, his feet shake, and his voice whimpers. As an unsettling bombardment of fireworks and gunshots fire 50 feet away from us, I walk up to him, and he looks up to me. The words barely tumble out of his mouth, the shock still placed on his young shoulders as he says to me, a near stranger, “I want to go home. I want my brother.”

Penn students living in Philadelphia over the summer flocked to enjoy the fireworks at the July 4 Wawa Welcome America festival in front of the Philadelphia Museum of Art. However, the event was soon filled with the screams of stampeding crowds as people fled from an active shooting incident.
