SPRING 95 VOTER'S GUIDE: Constitutional Reform-A2

As in A1, the main organ of government in A2 would be called the Undergraduate Senate. But all similarity between the two plans ends there. The plan would, if implemented, increase the integration between branches of student government at the University. A2 would drastically revamp the Student Activities Council. The plan would organize SAC groups into boards, according to the groups' goals and interests. The boards would meet once a month, separately from the SAC body, to discuss pertinent issues. Each board would be responsible for submitting budget requests to the SAC body, and then dividing up their allocations among themselves. In addition, A2 would create a new group called the Senate Coordinating Committee, which would be responsible for coordinating the efforts of the Senate, the Nominations and Elections Committee, the Student Committee on Undergraduate Education, and the Social Planning and Events Committee. The SCC would be co-chaired by the Senate executive vice-president and the NEC Feedback Committee chairperson. SCUE, the NEC and the Senate would be represented on SCC. SCUE, currently an autonomous organization, would become a standing committee of the Senate. It would be renamed the Senate Committee on Undergraduate Education. A new Senate office -- vice-president for undergraduate education -- would co-chair SCUE with a member elected by the SCUE body. SCUE members would still be unelected, but could be removed by a two-thirds vote of the Senate. SCUE would be funded by the Senate. SPEC would be renamed the Senate Planning and Events Committee, and would also become a standing committee of the Senate. The SPEC chairperson would co-chair the group with the Senate vice-president for programming. Essentially, the functions of both SCUE and SPEC would be unchanged under A2. But the Class Boards, which often run into jurisdictional problems with SPEC, would become a SPEC committee.
