Even a quarter of a century ago, students were unhappy with the Student Activities Council’s financial woes.

This photograph — taken from the Nov. 23, 1988 issue of The Daily Pennsylvanian — captures a unique moment of campus discontent. The painted words “SAC FUNDED” on a newly effaced wall points to what the DP then considered a bit of conventional wisdom: “Everyone knows that money is tight in the Student Activities Council,” the caption says.

Today, 14 months have passed since SAC voted not to recognize any new student groups, marking the second moratorium on new groups in the past three years. Facilities costs caused by union labor fees, as well as student group debt that has been mostly eradicated since fall 2012, have been stated as the reasons behind the moratorium.
