Seven women are suing Dartmouth College for neglecting to investigate sexual misconduct complaints against three former professors. The lawsuit, which was filed on Nov. 15, stated that the professors sexually assaulted, harassed, and discriminated against the women while they were graduate students.

Several weeks ago, the University of Pennsylvania announced proposed changes to the process for reporting issues of sexual harassment in our community. One change is to designate a single staff member to receive and respond to allegations of sexual harassment from across campus. We are pleased that Penn is finally responding to urgent critiques raised by Graduate Employees Together-University of Pennsylvania, Graduate and Professional Student Assembly, and others: When deans, department chairs, and peers of the accused are given the power to investigate sexual misconduct, allegations are often swept under the rug. When students allege misconduct by their employers, supervisors, or instructors, there are massive power imbalances that the University has not been mitigating. We hope this policy will be a step in the direction of changing that. However, there are several things that continue to concern us, as members of GET-UP, Penn’s union of graduate workers.

This year, Penn's Office of the Ombuds’ annual report found a significant increase in the number of people who came to the office to discuss instances of sexual harassment and violence. In the past several years, the ombuds' report has consistently reported that no student or faculty member reported instances of sexual harassment or violence. This year, the number jumped to five complaints.

Penn is many things. It’s a large research university with twelve separate schools encompassing strong graduate and undergraduate programs in diverse disciplines ranging from business to veterinary science. That intellectual and institutional diversity is part of what makes Penn a great university — it brings resources and opportunities that would be impossible to find at a smaller school. Despite the size of Penn as an institution, it’s easy to forget that Penn is also a school, one with over 24,000 students, including 10,000 undergraduates. Penn’s first responsibility should be its students. The core mission of the university and the administration should be to foster a safe and nurturing environment for students to conduct their scholarship.

It has been close to two weeks since The Daily Pennsylvanian published an investigative article detailing a sexual relationship between former Undergraduate Chair of the Psychology Department Robert Kurzban and a female undergraduate student in his class. The alleged relationship clearly violated University policy and undermined Penn’s recent efforts to counter sexual misconduct on campus. Despite this, the administration has provided little in the way of a response.
